Access to Industry emerged from within the community of Wester Hailes, Edinburgh as an initiative within an Urban Programme funded agency called WHALE Arts Agency. Wester Hailes is a designated Social Inclusion Partnership (SIP) area on the outskirts of Edinburgh. The project was developed with the considerable input of Phil Denning then of Queen Margaret University College, and became a reality thanks to the input of the Wester Hailes Training Managers Group. They helped to create a consortium of interested parties that included representatives from FE, HE and city wide community organisations.
