The Raab Report (1998) revealed that all the Edinburgh Social Inclusion Partnership areas had significantly lower than average participation by residents in further and higher education than other sections of the community.

In order to redress the imbalance, therefore, a more inclusive approach is needed which helps residents translate their talent into meaningful employment.

The sections of the population to be targeted include:
• people from socio-class groups iii-v

• men

• people with disabilities

• people from minority ethnic groups









To address the needs of these groups expert reports (for example, Dearing and Garrick, CIHE, COSHEP and CVCP) have identified the need for new forms of partnerships, which are sensitive to the multi-faceted nature of non-participation and exclusion.
